The 《 Measures clearly state that three permanent projects have been set up for commendation and reward in the field of ex-soldier affairs: one is "National Model Veterans, National Model Units and Individuals for the Work of Ex-soldiers ", with a recognition period of five years; the other is" National Double Support Model City (County), National Double Support Model Units and National Double Support Model Individuals ", with a recognition cycle of four years; and the third is "Advanced Service Guarantee Units and Individuals (including Advanced Military Rest Units and Individuals, Advanced Military Retired Cadres), with a period of five years, with a general implementation period of two to three years after the commendation of the project. Among them, the national model ex-soldiers, the national model individuals for the work of ex-soldiers, the national model individuals for the patriotic support of the army, and the national model individual winners for the government and the people enjoy the treatment of the winners of the awards at the provincial and ministerial levels (the winners of the military personnel shall enjoy the treatment according to the relevant provisions of the army).
In order to highlight the guidance of the selection and recognition oriented towards the grassroots and the front line of production, the Measures clearly state that the evaluation and recognition should not be conducted at the sub-bureau level or equivalent to units and cadres at or above the sub-bureau level (including military civilian personnel), and that the proportion of cadres at the departmental level should be controlled within 20 percent. In addition, the Measures systematically standardize the scope of recognition and awards in the field of military affairs, the methods of recognition, the division of tasks, the procedure for commendation and the supervision of commendation.
